Affordable Housing Provider Assistance

Phase 1 of the Alameda County Housing Secure Emergency Rental Assistance Program (ACHS-ERAP)  prioritizes tenants in subsidized affordable housing units. We have  developed an expedited application process for affordable housing units to capitalize on the paperwork already acquired by affordable housing property managers


Affordable Housing providers must:

1. Complete a standard Property Owner Application to register all 100% Affordable Housing properties. Select the option for Affordable Housing Provider. 

Make sure to attach the required:

  • Proof of ownership

  • W-9

  • Payment information

2. Complete the Affordable Housing Property Application. Submit one application per unit. 

For each unit please attach:

  • Lease

  • Ledger

  • Attestation of COVID-19 Related hardship

  • Demographic information for Head of Household

For Tenants WITH categorical eligibility:

  • Proof of eligibility for public benefits

For Tenants WITHOUT categorical eligibility:

  • ID 

  • Proof of Income 

* We also included a process for property managers to provide us information in the form of a spreadsheet. You are welcome to select this option but please understand that it will greatly slow down the process on our end because we will have to manually input the data into our system before we can process it. This is also the case for tenants who apply using a paper application. We ask that you choose to use the ONLINE application process whenever possible. And support your tenants to do the same.

3. Assist tenants in completing the Affordable Housing Tenant Application that provides important demographic information and allows you to submit missing documents or request additional support for outstanding utility bills. 

Tenants must have :

  • Proof of COVID-19 hardship

    • AB 3088/SB 91 declaration

    • EDD Award Notice

    • Tenant attestation

    • A termination/layoff notice

    • Pay stubs

    • Signed letter from employer

    • Receipts


Deadlines & timeline for processing applications:

April 20th - Property Manager applications and documentation due

April 27th - Tenant applications and documentation due

April 20th - May 10th - CLDR follow up with tenants 

April 21st - May 15th - issues bulk payment to owners
